Windsor Hills Laws and Ordinances

All laws are subject to change at any time and must be upheld by all residents and visitors of Windsor Hills. Most laws were instituted by Simmerville, Baleen Island, and Simmington Hills and edited to conform to Windsor Hills. Any additions, deletions, and edits must be approved by the Mayor and Advisory Council.
Mayor
The Mayor is a leader and voice of the community. Each terms lasts two seasons, or 10 days. Elections will be held on the 8th day of the mayor’s term. The winner of the election is the Advisor with the highest community score x family friends. The salary of the Mayor is §10,000 every 5th day. If for any reason the Mayor is unable to perform his duties he will be replaced. Reasons include termination, succumbed to death, or being charged with a crime.
Sr. Advisory Council and Jr. Community Advisors
The Advisory Council consists of the Top 5 Community Advisors. Only Careers with two or more employees can have an advisor. Any adult or elder who is a citizen of Windsor Hills and qualifies can be a representative of their career track. One household can not house more than two advisors in the same term. Advisors hold their position for two seasons, or 10 days. Elections are held on the 8th day of the term. Advisory Councilmembers are paid §5,000 every 5th day, and Career Advisors are paid §2,000 every 5th day. If for any reason an Advisor is unable to perform his duties he will be replaced. Reasons include termination, succumbed to death, or being charged with a crime.
Property
All residents who are Homeowners must pay property taxes. Renters are exempt from paying property taxes. To become a homeowner a resident must also buy Homeownershhip rights. All taxes and rights are to bought from Town Hall.
Taxes
§500 Property Tax every 5th simday.
§2,000 Employee Tax for each additional employee hired.

§10,000 Home Ownership Rights Tax
5% of earnings from Produce and Seafood sold on a community lot.
15% of earnings from Produce and Seafood sold on residential lots.
§1,000 Farm Rights Tax
Fees
§1,000 to switch from Public to Private School.
§1,000 per wedding at a community lot.
§500 per wedding at Town Hall.
§200 per wedding at private residence.
§500 per public funeral.
Fines
§500 Public Fighting
§200 Public Assault
§100 Harassment (Flaming bag of poo, kicking lawn ornaments)
§100 Littering or Knocking over neighbor’s garbage can.
§80 Breaking Curfew
§50 Stealing a newspaper or lawn ornaments.
§1,500 Biting with the intent to transform.
Welfare Program
Any sim that qualifies can apply for any Welfare Prgram benefits. Benefits depend on household income and number of family members. Benefits are paid until household is proven not to need assistance. Benefits include clothing, bill payments, groceries, and medical. Elders qualify for a pension on their birthday if they do not have a job that will provide income. Elders who retire and receive a retirement pension from their employer do not qualify. Benefits include §500 if the household networth is under §25,000. Also an additional §250 per day for each toddler/child/teen the elder cares for.
Child Support
Child Support is to be paid by the absent parent per day from the first trimester of pregnancy until the child becomes an adult. Amount of child support paid by absent parent is dependant on income. The current fee is 20% of parent’s weekly wage + 2% of parents total fortune. If a parent has passed on or unknown the child support will be paid for by the council. The fee is §200 each absent parent. To get Child Support assistance from the council, a guardian/parent will need to contact the Law Advisor to make arrangements.
Windsor Bank and Trust
Any sim can apply for a bank account. A minimum of §100 is required to open an account. Online Bill Payment is offered as a free service. ATM’s will be installed around the neighborhood. Each Business with an ATM will be charged a daily rental fee of §50.
Home Ownership Rights

Home Ownership Rights are only good for a specific address and are non-transferable. Rights can be sold, bought, or inherited. Home Ownership Rights include Land Rights and Build Rights. These Rights are paid to the City Hall. A household contains 1-8 sims.
Business

All sims are required obtain a business certificate before opening any business, community lot or home-based. Business certificates must be applied for at the bank and must be approved by the Business Advisor. The type of business and owner is filed at Village Hall Records Office. There is no limit to how many businesses a resident may own but a business certificate will need to be purchased for each business. Business Certificates are non-transferable and the business owner must apply for a new certificate if the business changes. Business Certificates can not be sold or bought, but can be inherited.
Business Certificates are only good for one of the following categories:
1. Trades - Clothing/Groceries/Games/Magazines/Household Goods
2. Food Service - Restaurants/Cafes/Bars/Bakeries
3. Venues - Clubs/Amusements/Gaming/Gyms
4. Services - Offices/Social Services/Real Estate
5. Agriculture - Farming/Animals
For a business to be considered legal and open, you will need to buy a business certificate, community lot rights, and pay employee taxes. All Businesses must keep a budget. The Business Advisor will at random times hold an audit of any random businesses to see that the businesses are run fairly.
The Business Certificate and Community Lot Rights are a one time fee. Employee taxes are paid every 5th simday.

Community Lot Rights - §5,000
Employee Tax - §5000 - Covers 2 employees, each additional employee is §2,000. When a business is sold the new owner must apply for a new Business Certificate. The new owner may retain previous employees but must not reopen business until all required fees are paid.
Farm Rights: Farming Rights are required for businesses only. Any homeowner/renter is allowed to grow up to 5 plots on their property. Each Farm Right includes the right to hire one employee for gardening purposes. Any other employees are covered under the Employee Tax. Any Farm business is required to pay 5% of those earnings to the City Hall as a Produce Tax.
Each Farm Right allows for 5 more plots of land to be grown:
0 Farm Rights: up to 5 plots
1 Farm Rights: up to 10 plots
2 Farm Rights: up to 15 plots
3 Farm Rights: up to 20 plots
4 Farm Rights: up to 25 plots
5 Farm Rights: Farm Status, unlimited
Farm Rights can be passed on through inheritance or sold. Inactive Farm Rights must be sold after 10 simdays of inactivity.
